The Honorable Matthew Donovan is a senior aerospace & defense executive, and a twice Senate-confirmed presidential appointee with decades of national security and defense experience in the executive and legislative branches of the U.S. government.   He also retired from a distinguished military career in the U.S. Air Force as a commander, F-15C combat fighter pilot, and senior staff officer.  Most recently, Matt was the vice president for Requirements & Capabilities for Raytheon Intelligence & Space, leading business development and capture activities across the company while developing and implementing a focused strategy for global growth.  Prior to that position, Honorable Donovan was the Under Secretary of Defense for Personnel & Readiness, the acting Secretary of the Air Force, and the Under Secretary of the Air Force.  Matt was the Majority Policy Director and a Professional Staff Member for the U.S. Senate Committee on Armed Services under then chairman Senator John McCain of Arizona.  He is also a member of the Board of Regents for the Potomac Institute for Policy Studies, a research institute based in Arlington, Virginia that identifies and leads discussions on key science, technology, and national security issues facing our society.‍
